Mange utviklere har uttalt at det er mye enklere å utvikle til Playstation 4 og Xbox One på grunn av konsollenes PC-lignende arkitektur, men Capcom mener noe ganske annet. Ifølge senior manager Masaru Ijuin krever de nye konsollene "åtte til ti ganger så mye jobb", skriver OXM.
Ijuin mener at Capcoms nye grafikkmotor Panta Rhei, som skal "frigjøre potensialet i de nye konsollenes maskinvare", ikke fungerer på samme måte som tradisjonelle utviklingsmetoder. Dette innebærer at arbeidet som kreves for å utvikle spill til den nye generasjonen øker betraktelig.
